Missouri resident with valid address where they can immediately begin receiving mail; 18 years or older or parent/guardian acting on behalf of someone under 18 or incapacitated person; must have good reason to believe she or he is victim of domestic abuse, rape, sexual assault, human trafficking, stalking, or other crime, and fears further violent acts from assailant
